Glasgow LEZ enforcement comes into effect and “members should check compliance now” urges Logistics UK
As of 1 June 2023, Glasgow’s city centre Low Emission Zone (LEZ) will come into full effect and apply to all vehicle types.
Unlike England, Scotland’s four LEZs are complete bans and there is no option to pay a daily charge for non-compliant vehicles to access the zones.
Vehicles that do not meet the minimum emission standards of Euro 4/IV (petrol) or Euro 6/VI (diesel) will receive a penalty charge notice (PCN) for entering the zone.
The initial penalty charge starts at £60, rising incrementally to £420 for vans, cars, motorcycles and mopeds, and £900 for HGVs and other larger vehicles that repeatedly enter the zone.
“We support the need to address air quality in our cities,” said Jonathan Walker, Head of Cities and Infrastructure at Logistics UK. “And we urge all our members intending to enter the new LEZ to use the Vehicle Checker tool on the Low Emission Zones Scotland website to make sure your vehicles are compliant now.”
The scheme has been in place for buses since 2018.
Aberdeen, Dundee and Edinburgh will start to enforce their schemes for all vehicles from 1 June 2024.

In brief
South east member briefing
In May the Member Advice Centre (MAC) took to the road to visit 11 locations across the UK to provide a series of free face-to-face member briefings. The theme was an update on road logistics industry legislation and good practice. Topics included annual test/enforcement changes, load security, tachograph manual entries, driver licensing and the Guide to Maintaining Roadworthiness.
The tour finished last week in the south east at Tunbridge Wells, where members joined us for the final briefing of the face-to-face series.

- On 21 June at 10:00 we will be focussing on the public services sector, so whether it’s grass-cutting machines, school minibuses or ambulances, if you operate in the public sector then this briefing is for you. The Member Advice Centre will concentrate on recent legislation changes affecting this sector and subjects will include DVSA’s updated documents, alternatively fuelled vehicles, Section 19/22 permits and much more.
- On 27 July at 10:00 we will be teaming up with law firm Stone King to bring an informative session looking at ‘managing drivers’ conduct’. Aimed at anyone who employs drivers, this webinar will be exploring challenges facing employers and will apply a legal perspective to solutions.

New childcare payment support
On 31 May, it was announced that the DWP’s new childcare payment support will come into force on the 28 June 2023. This will include a 47% rise in the amount parents can claim for childcare whilst on Universal Credit, up to £951 for one child and £1,630 for two or more children.
Furthermore, the Department for Education is launching a consultation to boost the early years workforce and remove unnecessary burdens that the childcare sector face. This comes alongside the previously-announced historic expansion to free childcare, with 15 free hours available for working parents of two-year-olds from April 2024, 15 free hours from nine months to the start of school available from September 2024, rising to 30 free hours from September 2025.
