PCN Training Courses

As part of 2009's training offer FTA is including two courses, one of which forms part of the Driver CPC syllabus and one of which is a compliance course aimed at managers. The courses are designed to provide delegates with an understanding of the intricacies of delivering in urban areas and to help implement strategies to take control of their own PCN issues and reduce their annual PCN bills. The courses are further explained below.

Penalty Charge Notice (PCN) Management Course

Course information
This one-day course is aimed at managers and is designed as part of a package which will allow a business to take control of the PCN issue and reduce its annual PCN bill.  Two of the main objectives of the course are to set targets and create a PCN action plan.  The package includes an audit three months after the course to assess the success of the plan.  Delegates will be supported by a comprehensive delegate pack giving them the tools they need to implement improvements.  In addition, they will be given access to an FTA online discussion forum to share their experiences and ask questions.  The course is suitable for a maximum of 16 delegates.

Objectives
To cover:

  • legislative background, with an explanation of the main changes to parking legislation
  • how to educate drivers to understand the rules related to parking and loading/unloading
  • journey planning and site planning to avoid PCNs
  • how to reduce the financial burden of PCNs by implementing efficiencies in payment procedures and making successful appeals
  • the adjudication service and what makes a successful appeal
  • negotiating with the boroughs
  • creation of a PCN action plan
  • the setting of objectives for the future

Learning outcomes
Participants will be able to:

  • explain why PCNs are being issued
  • suggest measures to avoid PCNs
  • suggest measures to reduce PCN administration
  • improve the success rate on appeals

Assessment 
Delegates will be encouraged to participate in practical exercises throughout the course.  After three months, the training course will be followed by an FTA PCN half-day audit, conducted on-site by an FTA auditor.  The audit will identify the achievements of the PCN action plan and suggestions for further improvement.  Following the audit, a report and action plan will be created and forwarded to the business.

Certification
On completion of the course an FTA certificate of attendance will be issued.

Delivering the Goods in London - Driver CPC

Course description
The course is aimed at drivers of goods vehicles and will help ensure that they understand the intricacies of delivering in the urban environment, thereby reducing the numbers of PCNs received, improving the image of the industry and reducing the number of accidents in urban areas.  The course is classroom-based and is suitable for a maximum of 16 delegates, currently only available in-company from January 2009.

Objectives
The course objectives are to:

  • equip drivers when delivering in London with knowledge of route planning (with regard to congestion charging, London Lorry Control Scheme, LEZ, loading restrictions and local curfews)
  • maintenance of safety and load security
  • reduce accidents in urban areas
  • understand PCNs
  • reduce the threat of terrorism in urban areas

Learning outcomes
By the end of the course students will have greater awareness of issues surrounding delivering in London and be able to:

  • understand the rules relating to loading and unloading
  • understand the various schemes affecting commercial vehicles in London (including congestion charge, LEZ, London Lorry Control Scheme)
  • reduce the risk of accidents (particularly with vulnerable road users such as cyclists and pedestrians)

Assessment
All delegates will be invited to participate in a written assessment at the end of the course. 

Certification
On completion of this course a certificate of attendance will be issued to all delegates.  Additionally, delegates’ details will be recorded on the Driving Standards Agency database, as required by legislation governing the Driver Certificate of Professional Competence. Delegates who pass the written assessment will be awarded an FTA certificate of achievement.

Duration
Half day. Written assessment is optional and not included in this time.
