VOSA Statutory Fees
In January 2008, the Vehicle and Operator Services Agency released a consultation on increasing fees for testing hgvs (heavy goods vehicles) and psvs (public service vehicles); operator licensing; registering bus services; issuing permits; approving tachograph centres; single vehicle approval and vehicle identity checks.

The proposals were discussed at FTA’s Road Freight Council and the Association submitted a formal response to VOSA. A brief outline of the consultation is below.
- FTA rejects VOSA’s proposal to increase statutory fees on the basis that enhanced
services promised in exchange for previous significant increases have not yet been delivered. FTA is committed to working with VOSA to identify problems and seek solutions to establish a stable environment that delivers efficient and cost effective services to industry
- FTA believes the proposals to be ill-conceived and does not accept the reasons stated to justify the fees increases. The stated reasons replicate previous commitments for yet undelivered services in exchange for significantly above inflation increases in fees
- FTA believes that the proposed fee structure has not been given sufficient consideration and fails to take account of changes that are planned to take effect during 2008
- FTA does not accept the need for the current uncertainty on future fees increases and the standard of service that will be delivered in return. It is essential that VOSA produces both short and long term detailed business plans that clearly demonstrate investment in and overall cost of specific projects together with estimated operating costs. These plans must be underpinned by specific targets and forecasts of long term fees required to deliver VOSA commitments. It is essential that delivery of specific projects is closely monitored to ensure they are delivered on time and within budget
- Confidence in VOSA’s long term ability to deliver value for money services and enhancements must be restored before considering any increase in fees
FTA is committed to working with VOSA through a joint industry/VOSA Memorandum of Understanding signed earlier this year to identify problems and seek solutions that establish a stable environment that delivers efficient and cost effective services to industry.
