Operators are being unfairly inundated with Penalty Charge Notices (PCNs) for violation of parking and loading and unloading restrictions. Several FTA members have reported paying sums in excess of £1 million a year in London. According to the Ministry of Justice, 7.6m PCNs were issued by local authorities in England and Wales in 2006. Of the 5 million issued in London, the most prolific borough, Westminster issued 791,000. Outside London, the top councils were Brighton and Hove (162,000) and Birmingham City Council (158,000). With recent changes to the Traffic Management Act, which gives local authorities new responsibilities to enforce parking and introduces such measures as postal PCNs, it is essential that operators have plans in place to manage and reduce parking fines.
FTA recognises that there needs to be a rigorous and effective enforcement regime to ensure that urban areas are kept clear and safe for everyone's benefit. However, operators need recognition, discretion and above all common sense from local authorities to enable them to provide essential services to towns and cities rather than an inundation of PCNs.
