The FTA believes that commercial vehicles should be exempt from the London congestion charging scheme. Measures to reduce the number of commercial vehicles working in London have long since been exhausted - the only reason they work in the congestion zone is because goods and services have to be delivered and there is no choice but to get them there in a road going vehicle.
