FTA compliance guide

This compliance guide aims to equip operators with the essential information needed to ensure the requirements of the London congestion charging scheme are met.

Since the London Congestion Charge FTA compliance guide was last published a number of changes have been made to the scheme.

Westward extension

  • The Mayor of London, Ken Livingstone, has approved plans to extend the central London Congestion Charging zone westwards - The extended zone will become operational on 19 February 2007.

Changes to charging and payment times

  • The Mayor has also announced that from 19 June 2006, drivers will be able to pay the charge the day after entering the zone. Payments will be accepted until midnight on the next charging day after a vehicle has entered the zone. This will enable charge payers to pay £8 up to midnight of that day of travel; and £10 up to midnight of the following day.
  • From 19 February 2007 charging hours will end at 18.00

Fleet scheme changes

  • As from October 2005 the notification scheme was scrapped - commercial vehicle operators can take advantage of the reduced fleet numbers required for the automated 'pay and forget' scheme which now has a threshold of 10 vehicles (previously this was 25 vehicles).
  • The daily charge was increased in 2005 from £5.50 per charging day to £7 for vehicles on the automated fleet scheme. This is a result of increasing the charge, but removing the additional 10 per cent charge for vehicles on the automated fleet scheme and providing a £1 discount (comparable to that for longer period charges available for frequent non fleet users).
  • The changes to discounts for longer period charges as follows:
    • 20 days (monthly charge) for the price of 17 days (3 days uncharged)
    • 252 days (annual charge) for the price of 212 (40 days uncharged)
