The London congestion charge came into operation in Central London on 17 February 2003. Four years later, the zone was extended to cover Kensington, Bayswater and Belgravia. In November 2008 the Mayor of London, Boris Johnson, announced that the results of a public consultation on the western extension. Over two-thirds of Londoners and businesses responding to the consultation on the future of the zone said they want it scrapped. The Mayor is now beginning the legal processes required to remove the western extension. The earliest that it can be removed is spring 2010.
The scheme is run on behalf of the Mayor by Transport for London (TfL) - an executive arm of the Greater London Authority. FTA has successfully campaigned to lower the fleet threshold from 25 to 10 vehicles reducing the administrative burden for many operators.
